And ta'zir may not be carried out. Yes, such are the ones who deserve punishment in the Hereafter, which is torment. However, they may not be tormented; it may be withheld for one of the reasons. As for their torment in the Hereafter, it remains. That is to say, if the punishment in this world is withheld, the punishment of the Hereafter is not withheld. Also, some of the brothers said that perhaps by "punishment" is meant something broader than flogging: punishment in the form of Allah placing pain, sadness, and anxiety in his heart, and the like.
