The Shaykh : ... in the Arabic language, it is not disbelief, otherwise it is disbelief, because what has no room for it means denial.
"Second: The interpretation of the verse in Surat al-Ra'd" ..
There are matters of information and matters of legislation. Matters of information rely on reporting, while practical matters are those that are acted upon. Many people are ignorant of some of the Sunnahs and deny them, saying, "Do not do it, for by Allah, people disapprove of it..." or we say, "Do it," and he has the right. An example of this in practical matters: Some people say, "Do not perform the prostration for forgetfulness after the taslim, because people disapprove of it." Well, if they disapprove of it, do we abandon the Sunnah? No, rather, if they disapprove of it, performing it is more emphatic than if they approved of it. Why? Because clarification is obligatory in that case, because clarifying the Sunnah is obligatory. Clarifying the Sunnah is not the same as acting upon the Sunnah; that is, it is obligatory to clarify the Sunnah, but acting upon the Sunnah is a recommended practice, not obligatory. So, if this Sunnah dies out and becomes unknown among the people, it is obligatory for us, the students of knowledge, to perform it so that it becomes clear to the people. Then, whoever wishes to perform it does so and earns reward, and whoever wishes not to perform it does so and bears no blame.
So, the statement of Ali:
Inform the people of what they know. حدثوا الناس بما يعرفون
And the statement of the author (may Allah have mercy on him): "Refraining from narrating what the listener does not understand", what do we say about it? Is it absolute? It is not absolute, yes.
