Your letter dated 27/4/1391 AH has been received, may Allah guide you. The question it contained was already known, and here is its text and answer:
What is the ruling of the noble Shari'ah regarding a man who married four women and divorced one of them with the first divorce, and during her waiting period the husband wanted to marry another woman to complete the fourth? Does the Shari'ah permit him to marry before the waiting period of the divorced woman ends?
Answer: It is not permissible for him to marry a fourth woman before the waiting period of the fourth wife he divorced ends, if the divorce is revocable—by the consensus of the Muslims—because the woman divorced revocably has the ruling of a wife. However, if the divorce is irrevocable, there is scholarly disagreement regarding the permissibility of marrying a fifth woman, and the most cautious course is to refrain from it until the waiting period of the divorced woman ends.
