Question:

Answer:
No, they are not excused. The Qur'an is present, and the Sunnah is present among the Muslims. They must learn. Whoever commits shirk (associating partners with Allah) is a disbeliever, except if he is in a land to which the call has not reached, where he is in a land of heedlessness. In that case, he is among the people of the period of ignorance, and his case is left to Allah on the Day of Resurrection.
As for one who is among the Muslims and worships graves and worships the dead; this is a mushrik (one who associates partners with Allah). He must learn and ask, otherwise he is a mushrik. For example, the worshippers of al-Badawi, the worshippers of al-Husayn, the worshippers of Abdul Qadir al-Jilani, and their like. We ask Allah for safety.
Q: Do you know a land, O Shaykh, to which nothing has reached them?
The Shaykh: We do not know of anything, but if a land is found to which nothing has reached them, they would be among the people of the period of ignorance.
