The Shaykh : The Prophet (peace and blessings be upon him) divided the rulers, regarding whom we recognize [the good] and deny [the evil] in relation to their subjects, into three categories. He divided the subjects, not the rulers, into three categories: First, the one who recognizes [the good] but does not follow them; this person is free from what they are upon of evil, but it is possible that he is safe and it is possible that he is not safe. And the one who denies [the evil] is safe. As for the one who is pleased [with the evil] and follows [them], he is like them. Then they asked: Should we fight them? He said: No, as long as they pray. That is to say, as long as they pray, do not fight them. If you combine this hadith with the saying of the Prophet (peace and blessings be upon him):Sahih al-Bukhari 7055, 7056, it becomes clear to you that the one who abandons prayer is a disbeliever. Because the Prophet (peace and blessings be upon him and his family) prohibited fighting these oppressors as long as they pray. It is known from this that if they do not pray, they are to be fought.
