Answer:
Those around them should gesture to them to be quiet. The gesture is sufficient.
Q: Does the imam have to assign someone to watch over them?
The Shaykh: The imam may speak and say, "Make them quiet." There is no harm in that. The imam is permitted to speak for the sake of public benefit. The preacher himself, just as the Prophet (peace and blessings be upon him) spoke in some of his sermons.
