Is it permissible for one who arrives in Mina before the sun rises to throw the Jamrat al-'Aqabah, given that Ibn Baz has issued a fatwa to that effect?

The questioner : Shaykh, they also reported that Sulayman al-'Uwaydah has a tape in which he advises, regarding Hajj and 'Umrah, to read your book, "Hajj and the Rituals," and the book of Shaykh Ibn Baz, "Al-Iyadh fi Mas'al al-Hajj wa al-Ziyarah wa al-'Umrah." Among the things attributed to Ibn Baz is his statement: "Descend from Muzdalifah after midnight, even for the ordinary people, and if they arrive in Mina before the sun rises, they should throw the pebbles." So, Shaykh, you say that this is incorrect; one must wait until the sun rises, is that not so?

The Shaykh : This is explicitly contrary to the hadith:
O my son, do not throw the pebbles until the sun rises. يا بُني لا ترموا الجمرة حتى تطلع الشمس
Musannaf Ibn Abi Shaybah 9:1129
.

The questioner : Yes.
