Question:
After this, we move to the Hashemite Kingdom of Jordan via a letter sent by one of the listening brothers. The sender, Salman, asks and says: A person who shortens his prayer, is it permissible for him to be the imam for the residents? May Allah reward you with good. And if this happens, is it permissible for him to say: “Complete your prayer, for I am shortening the prayer”?

Answer:
There is no blame on him in that, if he prays with them while he is a traveler; he prays two rak'ahs, and he tells them at the start of the prayer: “Complete [your prayer],” or when he says the closing salam he says: “Complete [your prayer],” as it was narrated from the Prophet (peace and blessings be upon him) that he did that in the Year of the Conquest. And if he completes the prayer with them; there is no blame, if he prays four rak'ahs with them, even if he is a traveler; there is no blame. Uthman completed the prayer with the people at the end of his caliphate in his last pilgrimages, may Allah be pleased with him and grant him satisfaction.
So the point is: if he completes the prayer with them; there is nothing wrong with it, and if he prays two rak'ahs with them and says: “Complete [your prayer]”; all of it is good; all of it is fine.
