He says: It is known among the people of the Sunnah and the community that the Qur'an is the speech of Allah, revealed and uncreated, from it He began and to it it returns. This matter about which the questioner asked has been answered by the people of the Sunnah and the community, and they have agreed that the Qur'an is the speech of Allah, revealed and uncreated, from it He began and to it it returns, its letters and its meanings. So the Qur'an is the speech of Allah, letters and meanings. Allah (Exalted and Majestic is He) spoke with it, and Jibril followed it, and conveyed it to Muhammad (peace and blessings be upon him). So the entire Qur'an, its letters and its meanings, is the speech of Allah. And whoever says that it is created has committed disbelief according to the people of the Sunnah and the community. It is the speech of Allah in letters and meanings, and it exists in the Preserved Tablet with its letters and its meanings, as He the Exalted said:
But this is an honored Qur'anبَلْ هُوَ قُرْآنٌ مَجِيدٌ ۝
[Al-Buruj 85:21]
