He who amongst you sees something abominable should modify it with the help of his hand; and if he has not strength enough to do it, then he should do it with his tongue, and if he has not strength enough to do it, (even) then he should (abhor it) from his heart, and that is the least of faith.من رأى منكم منكرًا فليغيره بيده، فإن لم يستطع فبلسانه، فإن لم يستطع فبقلبه، وذلك أضعف الإيمان

In the name of Allah, the Most Gracious, the Most Merciful. All praise is due to Allah, and may Allah send prayers and blessings upon His Messenger, and upon his family and his Companions, and whoever follows their guidance. As for what follows: This hadith is one of the authentic hadiths. Muslim (may Allah have mercy on him) recorded it in his Sahih, from Abu Sa'id al-Khudri (may Allah be pleased with him) from the Prophet (peace and blessings be upon him) that he said:
He who amongst you sees something abominable should modify it with the help of his hand; and if he has not strength enough to do it, then he should do it with his tongue, and if he has not strength enough to do it, (even) then he should (abhor it) from his heart, and that is the least of faith.من رأى منكم منكرًا؛ فليغيره بيده، فإن لم يستطع؛ فبلسانه، فإن لم يستطع؛ فبقلبه، وذلك أضعف الإيمان
Sahih Muslim 49a
Its meaning is that the believer, and likewise the believing woman, when they see what is wrong, it is obligatory for them to change it with the hand, provided they have the ability, such as a ruler within the limits of his authority, such as a committee within the limits of its authority, such as a father with his family, and a brother with his family, according to their capability, such as intoxicants being poured, a musical instrument being broken, and the like. If he is not able, then with his tongue; he says: O servant of Allah! This is not permissible. O handmaiden of Allah! This is not permissible. It is obligatory to leave this thing. Beware, for Allah has forbidden this to you. Thus, it is obligatory upon every believer and believing woman. Allah (Exalted and Majestic is He) says:
The believing men and believing women are allies of one another. They enjoin what is right and forbid what is wrongوَالْمُؤْمِنُونَ وَالْمُؤْمِنَاتُ بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ يَأْمُرُونَ بِالْمَعْرُوفِ وَيَنْهَوْنَ عَنِ الْمُنكَرِ
[At-Tawbah: 71]. And what is wrong is that which Allah and His Messenger have forbidden, and what is right is that which Allah and His Messenger have commanded. If the believer, or the believing woman, is not able to forbid what is wrong with the hand, nor with the tongue, then with the heart. He hates what is wrong in his heart, and Allah knows from his heart that he hates it and loves its removal. He does not attend the gatherings of its people; he does not attend with them. He does not attend the gathering in which intoxicants are drunk, in which there are musical instruments, in which there is backbiting and talebearing, as long as he is not able to forbid it with his hand or his tongue. This is the meaning of the hadith. May Allah guide them all.

The ruler, the father with his family, the sultan, according to their capability. So, the one who does not have the ability to forbid with the hand forbids with the tongue, saying: "No, this is not permissible. Fear Allah! Watch out for Allah! Beware of this thing! Leave this thing," and the like, using good methods that lead to the abandonment of what is wrong and satisfaction with adhering to the truth. If he is unable with the hand and the tongue, then the heart remains. He hates it with his heart, and Allah knows from his heart his hatred of what is wrong, and he does not attend the gatherings of those who commit it. Yes.
