This varies. If there is evidence indicating the prohibition of that specific thing, it is not permissible for a Muslim to sell it to people, nor to offer it to people, nor to encourage them to engage with it. If he knows that Allah (Exalted and Majestic is He) has forbidden it, he has no right to rely on the disagreement of those who oppose him. Rather, it is obligatory for him to be wary of what Allah has forbidden him and to stay away from it. For example, regarding that which intoxicates in large quantities: some jurists say that if the small amount does not intoxicate, it is permissible to use it. This is an error. Rather, “That which intoxicates in large quantities, its small amount is forbidden,” as the Prophet (peace and blessings be upon him) said. It is established from him (peace and blessings be upon him) that he said:
Whatever a lot of it intoxicates, a little of it is unlawful.ما أسكر كثيره؛ فقليله حرام

It is forbidden for people to consume both its small and large amounts; this is to block the means to harm and cut off the source, and to act in accordance with the authentic hadith:
