Question:
He asks and says: Is visiting graves on the days of the festival permissible, or is it forbidden?

Answer:
There is no blame in doing so at any time, but designating it for the time of the festival is not appropriate if the intention is that the festival day is better, or something like that. However, if the designation is for the sake of having free time, because he does not have free time except on those days, then there is no blame. Otherwise, visiting graves has no specified time.
He visits them at night, or during the day, on the days of the festival, or on other days. It has no limited limit, nor a specified time. The Messenger of Allah (peace and blessings be upon him) said:
Visit the graves, for they will remind you of the Hereafter.زوروا القبور؛ فإنها تذكركم الآخرة

and he did not specify a time. So the believer visits them at all times, at night and during the day, on the days of the festival and other days, and does not designate a specific day for that, with the intention that it is better than others. However, if he designates it because he is freer then, and he has no time except that time, then there is nothing wrong with that.
