The scholars have defined travel, based on what is transmitted from the Companions (may Allah be pleased with them and grant them satisfaction), as a distance of one day and one night by mount. So if one travels to a place, city, or village at this distance of one day and one night, meaning twenty-four hours, this is travel in which one shortens the prayer, and one also has the right to combine the two prayers of Dhuhr and 'Asr, and Maghrib and 'Isha'. If one stops in a city and intends to stay there for one day, or two, or three, or four; then he may shorten, and he may combine, unless he is alone; in that case, he prays four rak'ahs with the people and does not shorten; because congregation is obligatory... he prays in congregation with the people and completes the prayer with them; because if a traveler says the closing salam with the residents; he completes; and he is obligated to complete it.
As for if there are two or more; then they may pray alone combined and shortened, and they may pray with the people as long as the duration is four days or less. If it is more than that, and he intends to stay for more than that; then he prays four rak'ahs, yes.
