Question:
This questioner (M. Muhammad Mahamdi), who resides in al-Madinah al-Munawwarah, says: A man has enough wealth to enable him to perform Hajj himself from there, but he wants to appoint another man who lives in Saudi Arabia to perform it on his behalf; this is because the aforementioned man feels danger to himself in leaving his house. Is that permissible for him?

Answer:
No, he is not allowed to appoint a proxy; rather, he should be patient until he is able, and perform Hajj himself, except for the weak old man and the sick person whose recovery is not expected, for whom it is permissible to appoint a proxy. As long as he is strong, but has a fear of going out, he should be patient until the fear is removed, and not rush. Or he should move from one country to another where he feels safe, leaving the country where there is fear, and move until he is able to perform Hajj. This is like a person with a mild illness; he should not rush, and he is not required to go out until he recovers from his illness. And like a person who has engagements that prevented him from performing Hajj; so he delays it until the second Hajj due to engagements that cannot be avoided.
The point is: that such a person should not rush, and should not appoint a proxy until the fear is removed, and he moves to another country, or performs Hajj from his country where there is fear, and is safe, and praise be to Allah. Yes.
