Answer:
Yes, if she has knowledge, she may issue fatwas. The wives of the Prophet (peace and blessings be upon him) used to issue fatwas (may Allah be pleased with them), and so did many of the female Companions, and scholars from the generations after the Companions. If she has knowledge from the Book of Allah and the Sunnah of His Messenger (peace and blessings be upon him), she may issue fatwas, teach people, or convey to them a fatwa.
She says: So-and-so issued a fatwa for me, or I heard on the radio in the program "Light on the Path" such-and-such. If she is memorizing the matter, she conveys to them what she heard, or from a well-known book from the books of the people of the Sunnah, and she knows its meaning, and she is a student of knowledge who knows the meaning, she conveys what she knows of the meaning to others. All of this is in the category of cooperating in righteousness and piety. All of this is also in the category of conveying knowledge and advising one another in truth. Yes.
