Answer:
There is no harm in that. The funeral prayer is performed in the graveyard, and likewise over the deceased after burial. The Prophet (peace and blessings be upon him) prayed over the deceased after burial in the graveyard. Praying over the grave in the graveyard is the same as praying over the grave. So if it is placed there and people pray over it, there is no harm in that. Yes. What is prohibited are the other prayers.

The Shaykh: The prayers involving bowing and prostration are prohibited in graveyards. The Prophet (peace and blessings be upon him) said:
Do not pray toward graves and do not sit on them.لا تصلوا إلى القبور ولا تجلسوا عليها

, and he (peace and blessings be upon him) said:
Allah cursed the Jews and the Christians that they took the graves of their prophets as mosquesلعن الله اليهود والنصارى اتخذوا قبور أنبيائهم مساجد

. Therefore, it is not permissible to pray in the graves, nor to build a mosque, a dome, or anything else on them. This applies to the graves of the People of the House, the graves of the scholars, and others. Rather, they should be left open and exposed, with no building on them, no dome, no mosque, or anything else. They should be raised from the ground by the width of a hand, as was done with his grave (peace and blessings be upon him) with the earth dug from it. They should be raised and markers placed at the two ends of the grave. There is no objection to placing gravel on them to preserve the earth, and sprinkling them with water is also permissible. However, building a dome, a mosque, or a special room on them is not permissible. Nothing should be built on the grave.
As for the wall that surrounds the entire graveyard to protect it from the passage of people or cars, there is nothing wrong with it, as this is for its maintenance. However, placing a dome, a structure, or a mosque on a grave to honor it is not permissible. The Messenger (peace and blessings be upon him) cursed those who did so. Therefore, it is not permissible for Muslims to build a mosque or a dome on any grave, whether it is from the graves of the Companions, the graves of the People of the House, the graves of the scholars, or the rulers and governors. Nothing should be built on their graves, nor should they be turned into mosques. All of this is what is wrong, and one must beware of it. Yes.
