Question:
He says in this question: Is the number of rak'ahs in tarawih thirteen or twenty-one? And what is the best in that? May Allah reward you.

Answer:
The best is eleven or thirteen; this is the best. This is what is established from the Prophet (peace and blessings be upon him); he mostly performed witr with eleven, saying the taslim after every two, as 'A'ishah (may Allah be pleased with her) narrated that. Sometimes he performed witr with thirteen, as 'A'ishah narrated that, and Ibn 'Abbas as well. This is the best. If one increases and prays twenty-one, or twenty-three, or more, there is no harm; because he (peace and blessings be upon him) said:
Prayer during the night should consist of pairs of rak'ahs, but if one of you fears the morning is near he should pray one rak'ah which will make his prayer an odd number for him.صلاة الليل مثنى مثنى، فإذا خشي الصبح صلى ركعة واحدة، توتر له ما قد صلى

So he did not specify a limit. If one prays twenty, or thirty, or forty, or more, and then performs witr with one, there is nothing wrong with it. But the best and the most convenient for the Muslims is eleven or thirteen. This is what the Prophet (peace and blessings be upon him) did, and it is the most convenient for the people.
