Question:
Allah the Exalted said:
and [also] whoever intends [a deed] therein of deviation [in religion] or wrongdoing - We will make him taste of a painful punishment.وَمَنْ يُرِدْ فِيهِ بِإِلْحَادٍ بِظُلْمٍ نُذِقْهُ مِنْ عَذَابٍ أَلِيمٍ
[Al-Hajj: 25]. What is the meaning of *ilhad* (deviation) here? Is it intended only for the Sacred Mosque or for the entire Haram?

Answer:
The intended meaning is the Haram; because the whole area is called al-Masjid al-Haram. And al-ilhad is deviation; it is said: "al-hada: he deviated." From this comes the naming of al-lahd in the grave; because it deviates toward the qiblah direction. So al-ilhad is deviation from the truth. For this reason, He said after it:
through injusticeبِظُلْمٍ
clarification,
through deviation through injusticeبِإِلْحَادٍ بِظُلْمٍ
, and al-zulm includes shirk (associating partners with Allah), and it includes sins. So shirk is called: zulm (injustice), as He (may He be exalted) said::
Indeed, association [with him] is great injustice."إِنَّ الشِّرْكَ لَظُلْمٌ عَظِيمٌ
[Luqman:13], and He the Exalted said:
And the disbelievers - they are the wrongdoers.وَالْكَافِرُونَ هُمُ الظَّالِمُونَ
[al-Baqarah:254], and sins are also called: zulm (injustice), and aggression upon the servants is called: zulm (injustice),
Be on your guard against committing oppression, for oppression is a darkness on the Day of Resurrectionاتَّقوا الظلم، فإنَّ الظلم ظلمات يوم القيامة
Sahih Muslim 2578
, so whoever intends sin in it falls under this verse even if he does not commit it, and there is no power and no strength except with Allah.
