Our statement on this is well known: it is obligatory for the Islamic states to assist the Muslims there, and to restrain the Nusayri state in this regard, and to reconcile them with the Syrian people in a way that resolves the conflict and establishes harmony between the state and the people based on the Book and the Sunnah. The Muslim people are not satisfied except that the state submits to the religion of Allah, rules by the Shari'ah of Allah, and prohibits what Allah has forbidden. This is what satisfies the Syrian people: the Muslim Brotherhood and other Muslims. The conflict is between them and the Muslim people who are zealous for the sake of Allah and who forbid what is wrong.
Therefore, it is obligatory for the Islamic states, the neighbors, and others to fear Allah in this matter, and to mediate in reconciliation between these parties until the state submits to the ruling of Allah, implements the Shari'ah of Allah, and fulfills what is required regarding the people: enjoining what is right, forbidding what is wrong, and making the Shari'ah the authority in their affairs. This is what will remove the alienation between them and the people. And Allah is the One to be sought for help.
