She says: What is the ruling on a woman uncovering her face? Because when I traveled to one of the neighboring countries, I did not find anyone there who covers her face, and whoever covers her face is considered something strange, and people look at her with a strange look. So what do we do in such cases? May Allah guide us and you to the path of righteousness and guidance?
The answer: It is obligatory for the believing man and the believing woman to comply with the command of the Shari'ah wherever they are, and that the absence of those who implement the Shari'ah, or the presence of those who find it strange or disapprove of it, should not deceive them, exaggerate it for them, or prevent them from implementing the Shari'ah. So the believer implements the command of Allah, whether he is among those who implement it or among those who turn away and are heedless. So you must observe hijab from non-mahram men, whether they are disbelievers or Muslims, even if they find it strange. You are commanded by Allah to implement the command of Allah. Just as if you were in a land where they do not pray, you should pray even if they do not pray, and so it is with regard to all commands. So the believer implements the command of Allah in his fasting and his prayer and other things, even if those around him do not do so, or find it strange. This is what is obligatory. And if those people turn away from what Allah has made obligatory upon them, it is not permissible for the believer, male or female, to participate with them in that, or to imitate them in that.
And hijab is a command that Allah has commanded, as He the Exalted and Majestic said: [Al-Ahzab: 53]. And He the Exalted said: [An-Nur: 31]. This is general in the lands of Muslims and in the lands of disbelievers, inside and outside. So fear Allah and you must implement the command of Allah, even if you are in a land that finds it strange.
