Answer: They did not explain to us this innovation, which is called "al-Dustur"; we do not know this innovation. However, the legal principle is: any act of worship that people have introduced which was not in what Allah prescribed through the tongue of His Prophet (peace and blessings be upon him) is an innovation, whether it is called "al-Dustur" or by any other name, for names are of no consequence. Allah has perfected the religion and completed it, (Glorified and Exalted is He). So whoever introduces into the religion what Allah has not permitted, his innovation is rejected. Allah the Exalted said: [Surah al-Shura: 21].
He the Exalted said: [Surah al-Ma'idah: 3]. And he (peace and blessings be upon him) said in the authentic hadith: Sahih Muslim 1718a — meaning: in our religion — Sahih Muslim 1718a meaning: it is rejected. It is agreed upon that it is authentic. And he (peace and blessings be upon him) also said: Sahih Muslim 1718b meaning: it is rejected. And he used to say in the Friday sermon (peace and blessings be upon him): Sahih Muslim 867a. Imam Muslim recorded it in his Sahih. Al-Nasa'i (may Allah have mercy on him) added with a sound chain: Sunan an-Nasa'i 1578Sahih (Darussalam).
These hadiths and what came in their meaning all indicate that all innovations must be rejected and one must beware of them, and their names are of no consequence. Indeed, whenever something becomes an innovation that the Messenger of Allah (peace and blessings be upon him) and his Companions did not do, it is to be rejected and forbidden, whether it relates to prayer, Hajj, fasting, or anything else. And like the innovation of Mawlid celebrations, celebrating the Mawlid of the mother, or the Mawlid of the child, or the Mawlid of the Prophet (peace and blessings be upon him), or the Mawlid of Shaykh 'Abd al-Qadir al-Jilani, or the Mawlid of al-Husayn, or the Mawlid of al-Badawi, or others.
These celebrations of these Mawlid have no basis; rather, they are among the things people have innovated. The first to innovate that was the known group called the Fatimids, the rulers of the Maghreb and Egypt in the fourth and fifth centuries. These are from the Rafidah who introduced these innovations, the innovation of Mawlid. So it is not permissible to follow them or take them as an example in that; because they are people of innovation, so it is not permissible to take them as an example. And whoever took them as an example after them has erred. It is obligatory for the believer that his example be the Messenger of Allah (peace and blessings be upon him), as Allah (Glorified and Exalted is He) said: : [Surah al-Ahzab: 21]. Then his Companions (may Allah be pleased with them and grant them satisfaction), and at their head the Rightly Guided Caliphs. So why do we do something that he (peace and blessings be upon him) and his Rightly Guided Caliphs did not do? We must reject it. Yes.

أن كل بدعة ضلالة وأن كل ضلالة في النارAnswer: They did not explain to us this innovation, which is called "al-Dustur"; we do not know this innovation. الْيَوْمَ أَكْمَلْتُ لَكُمْ دِينَكُمْ وَأَتْمَمْتُ عَلَيْكُمْ نِعْمَتِي وَرَضِيتُ لَكُمْ الإِسْلامَ دِينًاHe who innovates things in our affairs
من أحدث في أمرنا هذاfor which there is no valid (reason) (commits sin) and these are to be rejected.
ما ليس منه فهو ردHe who did any act for which there is no sanction from our behalf, that is to be rejected.
من عمل عملًا ليس عليه أمرنا فهو ردThe best of the speech is embodied in the Book of Allah, and the best of the guidance is the guidance given by Muhammad. And the most evil affairs are their innovations; and every innovation is error.
أما بعد: فإن خير الحديث كتاب الله، وخير الهدي هدي محمد صلى الله عليه وسلم، وشر الأمور محدثاتها وكل بدعة ضلالةand every going astray is in the Fire
