Answer: As for hunting, he is not permitted to kill it, as Allah has explicitly stated this in His saying (Exalted and Majestic is He): [Al-Ma'idah: 95]. So, one in ihram does not kill game: such as the gazelle, the rabbit, the wild goat, and the like, and the partridge and the like. He is prohibited from killing game until he exits his state of ihram.
As for the harmful animal, such as the wolf, the dog that attacks him, or some harmful birds like the crow, the eagle, and the like, there is no harm in killing them. The Prophet (peace and blessings be upon him) said: ...... In one narration: and in some: So, the five noxious creatures are to be killed: these five and what comes in their meaning, the crow and worse than it, the eagle, the kite, and their like, and the mouse is to be killed, and the scorpion, and the biting dog, and the snake, and what is like them that causes harm, such as the wolf, and the like of that which causes harm, and the rest of the harmful insects: such as mosquitoes, flies, and the like. All of this is permissible for one in ihram to kill; because it is among the noxious creatures. And there is no power and no strength except by Allah. Yes.
O you who have believed, do not kill game while you are in the state of ihram. And whoever of you kills it intentionally - the penalty is an equivalent from sacrificial animals to what he killed, as judged by two just men among you as an offering [to Allah] delivered to the Ka'bah, or an expiation: the feeding of needy people or the equivalent of that in fasting, that he may taste the consequence of his deed
يَا أَيُّهَا الَّذِينَ آمَنُوا لا تَقْتُلُوا الصَّيْدَ وَأَنْتُمْ حُرُمٌ وَمَنْ قَتَلَهُ مِنْكُمْ مُتَعَمِّدًا فَجَزَاءٌ مِثْلُ مَا قَتَلَ مِنَ النَّعَمِ يَحْكُمُ بِهِ ذَوَا عَدْلٍ مِنْكُمْ هَدْيًا بَالِغَ الْكَعْبَةِ أَوْ كَفَّارَةٌ طَعَامُ مَسَاكِينَ أَوْ عَدْلُ ذَلِكَ صِيَامًا لِيَذُوقَ وَبَالَ أَمْرِهِAnswer: As for hunting, he is not permitted to kill it, as Allah has explicitly stated this in His saying (Exalted and Majestic is He):
