Question:

Second, he hopes that the annex at the back of the mosque will be prepared for women to pray in it at all times, since we see women in the streets sitting on the sidewalks during prayer time, even though prayer is obligatory upon them. May Allah protect you and care for you!

This is not prohibited. If they attend, it is not prohibited. If they attend and pray in the back, it does no harm. They should also have a speaker that benefits them; this is good, just as is done in the two Holy Mosques. However, congregational prayer is not obligatory upon them. They should attend to listen to the benefit.
And their homes are better for themوبيوتهن خير لهن

Do not prevent the female servant your women from visiting the mosques of Allah.لا تمنعوا إماء الله مساجد الله، وبيوتهن خير لهن

If they attend, there is no harm. If they pray in their homes, that is better for them, more private, and further from evil. If they attend to listen to the benefit from lessons, like on this night, or in any place to listen to a circle of knowledge, and there is benefit in a suitable place with speakers for them, then there is no doubt that this is good and beneficial.
We have said more than once that there is no harm in their attending in the back. But I have not heard until now that any of them have attended. If any of them attend, there is no doubt that this will benefit them on this night if they have speakers that benefit them. We will do, if Allah wills, what is necessary to achieve this.
But one of the misfortunes is that few remind us. When we stand up from this session, few remember this matter. If we were reminded, our occupations are very numerous. If we were reminded of this matter at a time other than this, we would do what is necessary, if Allah wills, regarding the speaker and regarding attention to this matter. It is incumbent upon the one who wrote this letter to remind us, or someone else. Likewise, the brothers who hear the speech should remind us at a time other than this, so that we do what is necessary of this... good.
