Q1: A man goes from al-Ta'if or from Jeddah to the Noble Makkah for prayer. Is circumambulation obligatory for him if he is not performing 'Umrah ?
A1 : It is the Sunnah for one who comes to Makkah from a journey to begin with circumambulation, even if he is not in the state of ihram for Hajj or 'Umrah. If he does not circumambulate, or if he enters at a time when he is unable to circumambulate, and he prays two rak'ahs, he owes nothing; however, he has left the preferred practice. This is because
circumambulation is the greeting of the Ka'bah , and the greeting of the mosque is prayer. The two rak'ahs that are recommended to be performed after circumambulation suffice for this greeting. However, if he enters at a time when he fears that the time for the obligatory prayer will end, or that he will miss the congregational prayer, or that he will miss the witr prayer, he should begin with these mentioned prayers in this case. Likewise, one of the residents who enters al-Masjid al-Haram should begin with circumambulation if it is feasible for him. If it is not feasible, he should pray two rak'ahs as the greeting of the mosque before sitting, like in other mosques. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
