The Shaykh : From the perspective of Islamic law, he is not prevented. In fact, the Prophet (peace and blessings be upon him) said:
The people should be lead by the one who is most well-Versed in recitation of the Book of Allah يؤم القوم أقرؤهم لكتاب الله

However, regarding such customs that they have, they must first be taught that this is contrary to the Shari'ah. The fact that they cling to customs in a way that contradicts what the Prophet (peace and blessings be upon him) commanded means they must be informed that this is not permissible and that it is obligatory to return to what the Sunnah brought in these matters.
