Q5: A man did not pay the zakah on his wealth for many years, and it had reached the nisab (minimum threshold for zakah), but this wealth is now less than the nisab. What is obligatory for him?
A5: If a person has wealth that has reached the nisab and a lunar year has passed since he acquired it, it is obligatory for him to pay its zakah. If years have passed and it had reached the nisab but he did not pay its zakah, he must pay the zakah for all the past years. The fact that it is currently less than the nisab does not exempt him from the zakah for the past years in which it had reached the nisab.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
