Q2: Two people shared a piece of land in one of the regions of the Kingdom, held in common between them, and one of the parties is unable to pay the obligatory zakah due on the land because of his poverty and insolvency.
A2: If the shared land is prepared for trade, zakah is obligatory on it for each person according to his share. If he does not have money at the present time, it remains a debt on him until he finds what he can pay out. However, if the land is not prepared for trade, there is no zakah on it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
