Praise be to Allah alone, and may peace and blessings be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the questioner: the head of the organizing committee for the annual charitable running race, Abdul Aziz ibn Ali al-Turki, which was referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (269) and date 14/1/1418 AH. The questioner asked a question, the text of which is as follows: For two years, a charitable running race has been held once a year in the Eastern Region, aiming to achieve the following goals: 1 - Accustoming the community to movement and sports and strengthening bodies. 2 - Spreading the spirit of cooperation in the community for good deeds through methods involving participation, love, and helping others.
3 - Establishing the principle of serving the community among our children, the school students, and accustoming them to charitable work for the benefit of their religion and their nation. 4 - Collecting donations and contributions from the proceeds of distributing forms and the revenues from advertisements specific to the race, and distributing the proceeds to charitable associations in the region, such as (the Charitable Association for Memorizing the Noble Qur'an, the Orphanage Care Center, the Social Rehabilitation Center, and the Association for the Care and Rehabilitation of the Disabled) and others, where the number of charitable associations and centers has reached forty-eight associations and charitable centers. The organizing committee for the annual charitable running race adopts the following means to achieve those goals: 1 - Selling race entry forms for the amount of (100) one hundred riyals, and each participant receives the race-specific items, along with a medal for each participant within this amount, and each participant has the freedom to run or donate the value of the race entry form for this charitable work. 2 - Distributing race entry forms to those wishing to run or donate is done by school students outside of prayer, study, and revision times. 3 - Encouraging companies, institutions, and individuals to contribute by giving
prizes and gifts to the winners and attendees. 4 - The running is divided into two parts: the first part is (5) kilometers, and the second part is (10) kilometers, with competitors for each distance, and the running in both stages takes place at the same time. 5 - Prizes are awarded to the top three winners according to age categories, consisting of trophies, medals, and varying cash amounts. 6 - The remaining prizes are drawn by lottery among the attending audience who purchased tickets, whether they participated in the running or donated their value. O you of virtue: This is a summary of the goals and objectives of this race, as well as its means, and since we did not undertake this work except with the intention of good and helping others, and out of our desire for the purity of this work and its distance from legal doubts - therefore, we request your eminence to issue a fatwa on this work, and to clarify what conforms to the methodology of the Shari'ah and what contradicts it, so that it may proceed with Allah's success toward what achieves good for our community and our children, knowing that this charitable work ( the annual charitable running race ) is a voluntary effort by everyone, whether they are the organizing committee, students, or others involved in it, and it has no commercial or private profit-oriented character. And Allah is the One behind the intention.

After the Committee's study of the inquiry, it answered that the race as described in the question is not permissible; due to the saying of the Prophet (peace and blessings be upon him):
No stake is acceptable except in archery, racing a camel, and racing a horse.لا سبق إلا في نصل أو خف أو حافر

, and the intended meaning of "racing" is the reward, and the intended meaning of "arrow" is shooting, of "sandals" is camels, and of "hoof" is horses. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his companions.
