Q: I am a young man who has reached the age of 23, and I have only experienced a wet dream once. I do not have any sign of hermaphroditism, but I have a penis and two small testicles, and during masturbation, a small amount of seminal fluid is released. Am I considered an adult male who is permitted to marry and do other things?
A: If the matter is as you described, then you have reached puberty by completing
the age of fifteen years. And if the release of seminal fluid, as you say, occurred before that, then you reached puberty when it first occurred with you; because a male reaches puberty by one of three signs: either by the release of semen, or by the growth of coarse hair around the private parts, or by completing the age of fifteen. We advise you to hasten to marriage; because the Prophet (peace and blessings be upon him) said:
Young man, those of you who can support a wife should marry, for it keeps you from looking at strange women and preserves you from immorality; but those who cannot should devote themselves to fasting, for it is a means of suppressing sexual desire.يا معشر الشباب من استطاع منكم الباءة فليتزوج فإنه أغض للبصر وأحصن للفرج ومن لم يستطع فعليه بالصوم فإنه له وجاء

It is agreed upon that it is authentic. We advise you to repent to Allah from returning to the practice of masturbation, which is called: the secret habit; because of Allah’s (Glorified and Exalted is He) statement regarding the attributes of the believers:
(5) And they who guard their private parts (6) Except from their wives or those their right hands possess, for indeed, they will not be blamed - (7) But whoever seeks beyond that, then those are the transgressors -وَالَّذِينَ هُمْ لِفُرُوجِهِمْ حَافِظُونَ (5) إِلا عَلَى أَزْوَاجِهِمْ أوْ مَا مَلَكَتْ أَيْمَانُهُمْ فَإِنَّهُمْ غَيْرُ مَلُومِينَ (6) فَمَنِ ابْتَغَى وَرَاءَ ذَلِكَ فَأُولَئِكَ هُمُ الْعَادُونَ
[Al-Mu'minun 23:5-7]
, and because it has many harms, which the knowledgeable scholars who are aware of them have mentioned. May Allah correct you, ease your affairs, and inspire you with guidance. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
