The second question of Fatwa No. ( 20866 )
Praise be to Allah alone, and peace and blessings be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the questioner: the Head of the Religious Affairs Department in the Northern Region of the Border Guard, Lieutenant: Adel ibn Muhammad
al-Badawi
, referred to the Committee by the General Secretariat of the Council of Senior Scholars, with number ( 469 ) and date 18/1/1420 AH. The questioner asked several questions, stating in the second of them: Q 2: There are patrols that depart from the regional command as well as the sectors under the command, covering long distances that may reach ( 400 ) km. Some of them may remain stationed in specific locations for a period ranging from three to ten days. It is known that one of the departments has these patrols as the core of its work, similar to truck and transport vehicle drivers who work continuously traveling from one place to another, given that the nature of their work requires it. Therefore, we hope you will clarify the ruling on shortening the prayer and combining them, and the conditions for those who are on a journey or who are stationary in a place after arriving to perform a mission. Also, please clarify the ruling on breaking the fast in Ramadan while performing the mission if the patrol travels long distances or if it remains stationary in a place to perform work, knowing that the duration of the mission sometimes reaches ten days. Is there a specific distance for travel? And may Allah reward you with the best reward for us and for the Muslims.

A 2: A patrol that intends to cover a distance of eighty kilometers or more from its place of residence shortens the prayer while on patrol. However, if the
distance is less than that, or if the patrol does not intend to cover the aforementioned distance because it does not know whether its patrol distance will be long or short, then its members complete the prayer. As for during residence, if they intend to reside for four days or less, or if they do not know the duration of their residence, they shorten the prayer in both cases, provided that the distance they covered is eighty kilometers or more. However, if they intend to reside for more than four days, they complete the prayer. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his companions.
