Q16: What is the ruling on listening to what is called Islamic anthems and are they a substitute for singing?
A16: The ruling on anthems varies according to their reality and what occurs in them and with them. If they contain only calling to good, reminding of it, urging obedience to Allah and His Messenger, calling to support Islam and its supremacy, protecting the homelands from the schemes of enemies, preparing for them, and similar good meanings, and are performed with permissible recitation, then they are permissible. However, if they contain something forbidden, such as musical instruments, calling to sins, stirring up desires, reviving pre-Islamic tribalism, the mixing of women and men, or women exposing themselves in front of them, or any corruption whatsoever, or if they are innovative anthems like the anthems of the Sufis, then it is not permissible to recite them or listen to them.
