A4: The traffic regulations stipulate setting the speed at a specific amount that varies according to the nature of the roads and the density of traffic, based on certain controls specified in the regulations and the attached bylaws. This was not done in vain; rather, it was considered to achieve public and private benefit, protecting people from themselves and protecting others from them, and preserving the safety of the road and the vehicles passing on it. It is incumbent upon the driver to adhere to this and not exceed the speed limit set by the regulations. If he exceeds that amount, he is sinful due to the dangers that result for him and for others, and because it constitutes a violation of the regulations issued by the one in authority, which all members of society must apply and adhere to, in obedience to the saying of Allah the Exalted:
O you who have believed, obey Allah and obey the Messenger and those in authority among youيَا أَيُّهَا الَّذِينَ آمَنُوا أَطِيعُوا اللَّهَ وَأَطِيعُوا الرَّسُولَ وَأُولِي الأَمْرِ مِنْكُمْ
[An-Nisa 4:59]
, and if an accident occurs to someone as a result
of his exceeding the prescribed speed, and his death or the death of another results from it, then he is considered the cause of the killing and is sinful for it.
