Fatwa No. ( 22941 ) dated 26/3/1425 AH. Praise be to Allah, and may peace and blessings be upon the Messenger of Allah, and upon his family and companions, and whoever follows his guidance. After that: The Permanent Committee for Scholarly Research and Ifta has received a number of inquiries regarding the tragic events that took place in the past weeks, and the means of treating them.
The Committee has studied this matter from all its angles and has determined that what has occurred is forbidden, and it is among the most severe forms of injustice and aggression; for it involves a breach of security, the shedding of protected blood, the terrorizing of the safe, and the destruction of property. In its strongest condemnation of this matter, the Committee calls upon those influenced by the ideology that incites such incidents to fear Allah (Mighty and Majestic), to return to their right mind, and not to follow the enemies of this land and those who lie in wait for it; for that will lead them and their community to a situation with no good outcome. They must discuss any doubts that arise with scholars and thinkers of their country in whom they trust their knowledge and religion, in order to clarify the truth and discern reality. The Committee also calls upon citizens and residents to report anyone who plans or prepares to commit an act of sabotage, in order to protect the people and the land from the effects of such acts, and to protect the planners themselves from the consequences of their actions, in accordance with his saying (peace and blessings be upon him):
Help your brother whether he is an oppressor or an oppressed," A man said, "O Allah's Messenger (ﷺ)! I will help him if he is oppressed, but if he is an oppressor, how shall I help him?" The Prophet (ﷺ) said, "By preventing him from oppressing (others), for that is how to help him."انصر أخاك ظالمًا أو مظلومًا ، فقال رجل: يا رسول الله: أنصره إذا كان مظلومًا، أرأيت إن كان ظالمًا كيف أنصره؟ قال: تحجزه أو تمنعه من الظلم، فإن ذلك نصره
Sahih al-Bukhari 6952
It was narrated by al-Bukhari in his (Sahih). The Council of Senior Scholars had previously issued a statement dated 22/6/1416 AH, which stated: "It is obligatory for anyone who knows anything about these saboteurs to report them to the competent authority." May Allah protect this land and its people, and all the lands of the Muslims, from all evil and what is disliked, and may Allah guide the misguided among the Muslims to the path of truth and rightness. And our final prayer is that all praise is due to Allah, Lord of the worlds.
