Q2: Is taking advantage of dispensations in the religion considered transgression and negligence?
Vol. 2: Taking the dispensation in religion, if what is meant is the legal dispensation prescribed by Allah and His Messenger (peace and blessings be upon him), such as the dispensation for a fasting traveler to break his fast while traveling, for a traveler to shorten the four-unit prayer to two units, and for him to combine the midday and afternoon prayers or the sunset and night prayers in the time of one of them, either by advancing or delaying, while traveling, and such as the dispensation in wiping over leather socks and the like, then taking this legal dispensation is better for these people, and if they do not take it, but rather fast
During his travel, and did not shorten the prayer, and did not combine the aforementioned prayers, and did not wipe over the leather socks, but rather removed them and washed his feet, there is no blame or sin on him, but he has left what is better and more preferable. What indicates this is what Ibn 'Umar (may Allah be pleased with them) narrated: that the Prophet (peace and blessings be upon him) said:Bulugh al-Maram 2:341 It was narrated by the Imam Ahmad and al-Bazzar and al-Tabarani in (al-Awsat). In a narration from Ibn 'Abbas (may Allah be pleased with them), he said: The Messenger of Allah (peace and blessings be upon him) said: Sahih Ibn Hibban 6:48 It was narrated by al-Tabarani in (al-Kabir) and al-Bazzar, and its narrators are trustworthy. However, if what is meant by taking advantage of dispensations in the religion is taking the easier path and what suits a person's desires from the fatwas and statements of scholars, then that is not permissible. It is obligatory for a person to be cautious with his religion and to strive to clear his conscience, so he should not follow except what is supported by valid evidence from the Book of Allah and the Sunnah of His Prophet (peace and blessings be upon him). If he is ignorant of the ruling, he should ask the people of knowledge whom he trusts in their knowledge and fatwa. He should not ask scholars repeatedly about the same issue so that he follows what is easiest for him and what suits his desires, for that is a sign of his negligence and carelessness regarding the matters of his religion. It is reported from some of the Salaf that he said: "Whoever follows the dispensations of the scholars will become a Zindiq."
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

إن الله تبارك وتعالى يحب أن تؤتى رخصه كما يكره أن تؤتى معصيتهIndeed, Allah loves that His dispensations be observed as He loves that His default rulings be observed.
إن الله يحب أن تؤتى رخصه كما يحب أن تؤتى عزائمهAnd success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
