Praise be to Allah alone, and blessings and peace be upon the one after whom there is no prophet. And after that: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the inquirer: the principal of the Second Intermediate School in Ha'il , which was referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (3384) and date 13/7/1416 AH. The inquirer asked a question, the text of which is as follows: We indicated in our previous letter to you that we want to build a mosque for our school, and the truth of the matter is that it is a prayer place specific to the school, like the one built
in the colleges for girls inside the building's wall, and it is used during official working hours. Lectures and seminars are held there that address important topics in creed and prayer, and warn against the trials of this age. Also, groups are held there for memorizing the Qur'an and teaching it, all of this during the students' free time. In addition to that, the Zuhr prayer is held there for the students. If this work is not prescribed, we have collected an amount of (13,500 riyals), so how should we deal with this amount? We ask for clarification because this prayer place is established in many schools. May Allah reward you with good.

After the Committee studied the inquiry, it answered that there is nothing wrong with designating a place in their school where the students can pray, and it does not have the ruling of a mosque. There is nothing wrong with delivering lectures and sermons and teaching the Qur'an in this prayer place; because that helps them to perform the prayer at its times, and provides them with the opportunity to acquire beneficial knowledge. It is called a "prayer place" (musalla), not a mosque. There is no harm in menstruating women, women with post-natal bleeding, and those in a state of major ritual impurity sitting in it; because it is not given the ruling of mosques. If preparing this place requires money, there is nothing wrong with collecting donations for it; because this is cooperation in righteousness and piety. What is prohibited is establishing mosques specifically for women in residential neighborhoods. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.
