Q 2: Some people of the villages, when drought persists for them, take a bull or a camel and walk with it along the course of the stream, and they ask Allah for mercy and rain for them
after slaughtering the bull or the camel. Please give us a ruling, may you be rewarded.

A 2: It is prescribed for Muslims when the rain is delayed and the land becomes barren: to order the prayer, fasting, and charity, and to remove injustices, and to leave off enmity; because obedience is a cause of blessings, and sins are a cause of drought. And the imam should announce to the people a day on which they will go out for the prayer for rain, and they should go out in humility, in tattered clothes, in humility, in submission, and in supplication, and he should pray with them two rak'ahs. As for slaughtering the bull or the camel in the course of the stream hoping for the descent of rain - this is a religious innovation, and it may reach the level of shirk (associating partners with Allah) if they believe that it is a necessary cause for the descent of rain. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
