Q: We are in this country, the Kingdom of Saudi Arabia, in great blessings, the greatest of which is the blessing of tawhid (the oneness of Allah). In the matter of takfir (declaring someone a disbeliever), we reject the methodology of the Khawarij and the methodology of the Murji'ah. Recently, I came across a book titled (Ihkam al-Taqdir fi Ahkam al-Takfir) by: Murad Shukri, a Jordanian national. I learned that he is not among the scholars, and his studies are not in the sciences of the Shari'ah. He has published in it the false methodology of the extremists of the Murji'ah, which is that there is no disbelief except the disbelief of denial. In our knowledge, this is contrary to the truth and contrary to the evidence upon which the people of the Sunnah and the community are based, and which the imams of the da'wah (calling) in this blessed land have established, as the scholars have determined that disbelief occurs through speech, action, belief, and doubt. We hope for clarification of the truth so that people are not deceived by this book, which has become
a call to its content among the groups claiming affiliation with Salafism in Jordan. May Allah take care of you, and peace be upon you and the mercy of Allah and His blessings.
A: After reviewing the aforementioned book, it was found to contain the mentioned establishment of the methodology of the Murji'ah and its propagation, namely that there is no disbelief except the disbelief of denial and rejection, and the presentation of this corrupt methodology in the name of the Sunnah and evidence, claiming that it is the statement of the scholars of the Salaf. All of this is ignorance of the truth, deception, and misguidance of the minds of the youth, presenting it as the statement of the Salaf of the Ummah and the precise scholars among its scholars. In reality, it is the methodology of the Murji'ah who say: "A sin does not harm alongside faith," and faith with them is merely affirmation by the heart, while disbelief is only denial. This is an extreme in negligence, and its opposite is the false methodology of the Khawarij, which is an extreme in excess in declaring people disbelievers. Both are false, corrupt methodologies from the paths of misguidance, and they entail false consequences that are well known. Allah has guided the people of the Sunnah and the community to the true statement, the truthful methodology, and the middle belief between excess and negligence, regarding the sanctity of the Muslim's honor and the sanctity of his religion, and that it is not permissible to declare him a disbeliever except with a right for which evidence has been established, and that disbelief occurs through speech, action, omission, belief, and doubt, as the evidence from the Book and the Sunnah has established this. Given the above: this book is not permissible to publish or print, nor to attribute the falsehood contained in it to evidence
from the Book and the Sunnah, nor to claim that it is the methodology of the people of the Sunnah and the community. Its author and publisher must announce repentance to Allah, for repentance forgives the sin. And whoever has not established his foot in Islamic knowledge should not delve into such matters, so that the harm and corruption of beliefs that result is not multiplied many times over the benefit and reform he hoped for. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his companions.
