What is the ruling on declaring rulers disbelievers and rebelling against them in these days?
Machine translationRead the Arabic original
The questioner : What is the ruling on declaring rulers disbelievers and rebelling against them in these days, O Abu Ahmad?
The Shaykh : The ruling is as it was before these days, and as we have spoken about repeatedly and again, that it is not permissible to declare a Muslim a disbeliever except with two conditions. First, that his disbelief is clearly evident.
And second, that the proof be established against him from the Book of Allah and from the hadith of the Messenger of Allah (peace and blessings be upon him). I consider that the questioning of some individuals among Muslims regarding this matter actually occupies them from caring about themselves, because the worst of the two things is if these rulers are disbelievers; what can these questioners do about it? They cannot do anything. However, declaring a Muslim a disbeliever is a very serious matter in Islam, as is well known. Therefore, we do not see that some individuals among Muslims should occupy themselves with such a question, for if they knew the answer with certainty, they would not be able to do anything. But they should, as the Exalted said:[Al-Ma'idah 5:105] And we see that many of the enthusiastic youth against the rulers forget themselves and do not establish the ruling of Islam in their small state, and by that I mean their home and the area over which they have authority. They do not apply Islam. Why are they occupied with rulers from whom they cannot reform anything by force? It is possible that if Allah wills their reform and piety, they may convey the good word. Whoever Allah (Mighty and Majestic) wills reform for, if they reform, otherwise there is no benefit. So the individuals among Muslims who ask such questions should start with themselves. Yes.
