If the agreement between you and this man was that he would do what you obligated him to do, and then he exploits the opportunity to refuse to fulfill it, saying either you stay and the expenses are on you, or you return to your country, then there is no doubt that this, may Allah protect us from it, is a forbidden action and deception that is not befitting of a believer. My advice to him is to fear Allah the Exalted and be mindful of Him, and to know that oppression is darkness on the Day of Resurrection, and that you will be attached to him on the Day of Resurrection demanding your right: ['Abasa 80:34-36]. And he should know that the money he left behind, which he saved through this forbidden way, will be a fire for him, may Allah protect us from it, and he will be punished for it on the Day of Resurrection, and its fruits will belong to the heirs who come after him. I affirm to him, as long as he is in the time of the grace period and the time of life, to be mindful of Allah Mighty and Majestic, and to return to you what you agreed with him upon, and to seek your release from what he did to you of this delay and this deception.
