A: The pledge of allegiance is not permissible except for the ruler of the Muslims, with obedience and compliance, just as the Companions pledged allegiance to the Prophet (peace and blessings be upon him), and just as the Muslims pledged allegiance to the Rightly Guided Caliphs. As for pledging allegiance to anyone other than the ruler, it is a religious innovation and invalid; based on the saying of the Prophet (peace and blessings be upon him):Sahih Muslim 1718b , and in another narration: Sahih Muslim 1718a It is agreed upon that it is authentic. And if one declares Islam, his Islam is valid if he adheres to the rulings of Islam, even if the pledge of allegiance you mentioned has not taken place from him; because the Prophet (peace and blessings be upon him) used to teach people Islam and accept it from them without making the pledge of allegiance a condition for it. And it is known from other evidence that it is obligatory for the Muslim to obey and comply with the rulers in what is right, even if a pledge of allegiance has not been issued from him.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.

من عمل عملاً ليس عليه أمرنا فهو رد'A'isha reported Allah's Messenger (ﷺ) as saying: He who innovates things in our affairs for which there is no valid (reason) (commits sin) and these are to be rejected.
من أحدث في أمرنا هذا ما ليس منه فهو ردAnd success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
