If a Muslim finds something belonging to a disbeliever, should he give it to him, and should he save him from drowning?

Machine translationRead the Arabic original
The third question of Fatwa No. ( 11142 )
Q 3: Is it permissible for a Muslim, if he finds something belonging to a disbeliever, to give it to him, or not? And is it permissible for a Muslim, if he finds a drowning disbeliever, to save him, or not? And if he does this, is it an act of affection? May Allah reward you with good.
A 3: First: If a Muslim finds something belonging to a disbeliever who has been granted safe conduct, it is obligatory for him to return it to him. Second: It is permissible for a Muslim to save a disbeliever from drowning if the disbeliever is not a combatant. This is a matter of excellence in worship and winning the heart of the disbeliever, so that perhaps he may be guided to Islam. It is not of the love and affection that has been prohibited. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
