Q 1: I found in one of your fatwas regarding traveling to the lands of disbelief a hadith of the Messenger of Allah (peace and blessings be upon him):
I am free from every Muslim that lives among the idolatersإني بريء من كل مسلم يقيم بين ظهراني الكفار

My question is: Does the disavowal here mean total disavowal, meaning that the Messenger of Allah (peace and blessings be upon him) will not intercede for these Muslims residing in the lands of disbelief without a valid legal justification?

A 1: Whoever resides among the disbelievers without a valid legal justification, and does not migrate with his religion while being able to do so, has exposed himself to the punishment and anger of Allah, as stated in the verses of the Noble Qur'an and the Prophetic hadiths.
Q 2: We have a case of a committed person who wants to go to Italy to visit his brothers there, as a form of maintaining family ties. Is maintaining family ties with a brother in the lands of disbelief considered a valid legal justification?
A 2: If the one intending to travel to the lands of disbelief is in need of doing so, such as for an obligatory maintenance of family ties, and he is safe from fitnah and able to manifest his religion, then it is permissible for him to travel, and he must not prolong his stay there. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
