Answer: Traveling to the lands of disbelievers is dangerous and one must be cautious of it, except in cases of extreme necessity. The Prophet (peace and blessings be upon him) said:Sunan Abi Dawud 2645. This is dangerous, so one must be cautious. The state—may Allah guide it—must not send people to the lands of polytheists except out of necessity, while ensuring that the one sent is someone for whom there is no fear due to his knowledge, virtue, and mindfulness of Allah. Additionally, there must be someone with the sent individuals who observes them, monitors them, and checks on their condition. Likewise, if the sent individuals are engaged in calling people to Allah (Glorified and Exalted is He) and spreading Islam among the disbelievers because of their knowledge and virtue, then this is required and there is no blame in it.
As for sending young people to the lands of disbelievers in a manner other than what we mentioned, or allowing them to travel there, this is wrong and involves great danger. Similarly, merchants going there involves great danger; because in the lands of shirk (associating partners with Allah), shirk is apparent, sins are visible, corruption is widespread, and a person is in danger from his Shaytan, his desires, and bad companions.
