Fatwa number ( 17926 )
Q: Is it permissible to circumambulate graves in order to save others , and we have found no means to save them from circumambulating graves except by circumambulating with them, and did anyone from the people of Islam say this, and what is the ruling on the one who sees permissibility in order to save others and for the sake of da'wah?
A : The ruling on circumambulating graves differs according to the state of the one circumambulating: 1- If he intends by his circumambulation to draw near to the occupant of the grave, then it is major shirk (associating partners with Allah); because it is worship of other than Allah, and whoever worships other than Allah in any type of
types of worship has committed shirk. 2- And if his intention in circumambulating the grave is to draw near to Allah (Mighty and Majestic), then it is a forbidden religious innovation (bid'ah), and a means of shirk; because Allah has not prescribed for us circumambulation except around the Noble Ka'bah. 3- And if his intention is not to draw near to Allah nor to the occupant of the grave, but rather his intention is to walk with them and call the circumambulators—as he claims—to the truth, then this action is an error and forbidden (haram); because it involves imitating them and agreeing with them in appearance, and it is not from the prescribed means of da'wah, and it is obligatory upon the one who sees him doing that to advise him and disapprove of it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
