Q 2: I heard some students of knowledge say: that with the ruqyah used for one afflicted by the evil eye, this phrase is recited ( "The binding of the binder, the dry stone, and the extinguished spark, may the eye of the envious one be returned to him" ). When I asked him for his evidence, he said: that this is reported from some of the Salaf. Is this phrase established, and is it permissible to use it in ruqyah for one afflicted by the evil eye? And if it is established from some of the Salaf, does it serve as proof? May Allah reward you with good.
A 2 : This phrase mentioned did not come from the Prophet (peace and blessings be upon him) nor from any of his Companions, and we do not know of any basis for it. Its wording is strange, and the treatment for being afflicted by the evil eye is done with Qur'anic verses and Prophetic supplications, and with what is established from the Prophet (peace and blessings be upon him) regarding the washing of the one who cast the evil eye. It is narrated from Ibn Shihab from Abu Umamah ibn Sahl ibn Hunaif who said:Muwatta Malik 50:2 It was narrated by Ahmad and Malik in (al-Muwatta) and Ibn Majah .
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

He said, 'Do you suspect anyone of it?' They said, 'We suspect Amir ibn Rabia.' " He continued, "The Messenger of Allah, may Allah bless him and grant him peace, summoned Amir and was furious with him and said, 'Why does one of you kill his brother? Why did you not say, "May Allah bless you?" Do ghusl for it.' Amir washed his face, hands, elbows, knees, the end of his feet, and inside his lower garment in a vessel. Then he poured it over him, and Sahl went off with the people, and there was nothing wrong with him."
رأى عامر بن ربيعة سهل بن حنيف يغتسل، فقال: ما رأيت كاليوم ولا جلد مخبأة. قال: فلبط سهل فأُتي رسول الله صلى الله عليه وسلم...، فدعا رسول الله صلى الله عليه وسلم عامرًا فتغيظ عليه وقال: علام يقتل أحدكم أخاه ألا بركت، اغتسل له، فغسل عامر وجهه ويديه ومرفقيه وركبتيه، وأطراف رجليه، وداخلة إزاره في قدح، ثم صُبّ عليه فراح سهل مع الناس ليس به بأسAnd success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
