Q: The Messenger of Allah (peace and blessings be upon him) said when asked about the seventy thousand who enter Paradise without reckoning:
They are those who do not use charms nor cauterise themselves nor seek omens and who rely on their Lord.هم الذين لا يسترقون، ولا يكتوون، ولا يتطيرون، وعلى ربهم يتوكلون

They do not perform incantation.لا يرقون
. (Tafsir Ibn Kathir Vol. 2) Tafsir:
You are the best nationكُنْتُمْ خَيْرَ أُمَّةٍ
[Ali 'Imran 3:110]

. The question: What is the meaning of "they do not seek ruqyah and they do not ask for ruqyah" in the first hadith, and is ruqyah only for the evil eye, the scorpion, and the ant?

A : What is established is what is reported in (al-Sahihayn) and others from Ibn Abbas from the Prophet (peace and blessings be upon him) that he said at the end of the hadith, regarding those who enter Paradise without reckoning or punishment:
They are those who do not take omens, do not apply cautery, do not ask for ruqyah, and they rely upon their Lordهم الذين لا يتطيرون، ولا يكتوون، ولا يسترقون، وعلى ربهم يتوكلون
This is the wording of al-Bukhari (Vol. 7, p. 26), and it was narrated by Imam Ahmad in (al-Musnad) from Ibn Mas'ud (Vol. 1, p. 401, 403) in similar terms. As for what is reported in the narration of Muslim and others, "and they do not perform ruqyah," Shaykh al-Islam Ibn Taymiyyah (may Allah have mercy on him) said: This addition is an error by the narrator; the Prophet (peace and blessings be upon him) did not say: "and they do not perform ruqyah." The Prophet (peace and blessings be upon him) said - when asked about ruqyah:
he who amongst you is competent to do good to his brother should do thatمن استطاع منكم أن ينفع أخاه فلينفعه

There is no harm in invocations so long as there is no polytheism in them.لا بأس بالرقى ما لم تكن شركًا

, and Jibril performed ruqyah for the Prophet (peace and blessings be upon him), and the Prophet (peace and blessings be upon him) performed ruqyah for his Companions. The meaning of "they do not ask for ruqyah" is: they do not ask others to perform ruqyah for them; because the one who seeks ruqyah from the practitioner has a type of attachment to the practitioner and asking him, especially when the patient clings to what he thinks is a cause for his healing, such as spider webs,
and he responds to what the practitioner asks of him, even if he is not convinced by what he is told, so in this state his complete reliance (tawakkul) on Allah weakens; therefore Allah described the seventy thousand who enter Paradise without reckoning or punishment with complete reliance; because they do not ask others to perform ruqyah for them, they do not apply cautery, they do not take omens, and they rely upon their Lord, combining the perfection and strength of patience in trials and hardship, with complete reliance on Allah alone, and attaining His pleasure and reward for that. This does not contradict their taking of means; rather, they left that in submission to divine decree, taking pleasure in the trial, and realizing the perfection of tawhid (the oneness of Allah) and complete reliance on Allah the Exalted. Seeking treatment, taking means, and seeking ruqyah do not contradict reliance, but that is what the Shari'ah (Islamic sacred law) has commanded when there is a need for it, with the belief that Allah is the One who benefits and harms, and He is the One who created the causes and effects, and that Allah did not create a disease except that He made for it a cure, as the authentic Sunnah (the Prophet's way) has stated. The mention of ruqyah for the evil eye and the scorpion in the saying of the Prophet (peace and blessings be upon him):
No Ruqyah except for the (evil) eye and the scorpion sting.لا رقية إلا من عين أو حمة

does not indicate restriction. al-Khattabi said in (Ma'alam al-Sunnah Vol. 4, p. 210): (There is no negation in this of the permissibility of ruqyah for other diseases and pains...; rather, its meaning is: that there is no ruqyah more preferred and beneficial than the ruqyah for the evil eye and poison, just as it was said: there is no young man except Ali , and there is no sword except Zulfikar; because it is established from the Prophet (peace and blessings be upon him) that he performed ruqyah
for some of his Companions for a pain they had, and what was reported from Abu Bakr ibn Sulayman ibn Abi Hathmah from al-Shifa' bint Abdullah she said:
The Messenger of Allah (peace and blessings be upon him) came to me while I was with Hafazah (may Allah be pleased with her), and he said to me: Will you not teach this one the ruqyah for the ant, just as you taught her writing?دخل عليّ رسول الله صلى الله عليه وسلم وأنا عند حفصة رضي الله عنها، فقال لي: ألا تعلمين هذه رقية النملة كما علمتيها الكتابة

Narrated 'Aishah: The Prophet (ﷺ) sent my brother, 'Abdur Rahman with me to Tan'im for the 'Umra, and he made me ride on the packsaddle (of a camel). 'Umar said, "Be ready to travel for Hajj as it (Hajj) is one of the two kind of Jihad".عن عائشة رضي الله عنها أن النبي صلى الله عليه وسلم أمرها أن تسترقي من العين
Sahih al-Bukhari 1516
, and it is established from Umm Salimah (may Allah be pleased with her): that the Prophet (peace and blessings be upon him) ordered them to seek ruqyah for a slave girl who was with her in her house. That indicates that there is no dislike in seeking ruqyah when there is a need for it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
