Q 5: What is the ruling on declaring a specific person a disbeliever ?
A 5: If a person does, says, or believes what necessitates disbelief, he is ruled to be a disbeliever and treated as a disbeliever, whether he is a specific individual or not, due to the generality of the evidence. This applies to one who calls upon other than Allah, or slaughters for other than Allah, or speaks words of disbelief, such as one who insults Allah or His Messenger, or mocks something of the religion. He is ruled to be a disbeliever and given the opportunity to repent. If he repents, well and good; otherwise, it is obligatory for the one in authority over the Muslims to kill him as an apostate. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
