The questioner : He says, "I work in slaughtering livestock and selling their meat. Specifically, we slaughter sheep and skin them in the government slaughterhouse prepared for this purpose, after they have been inspected by the supervisors. The sheep we skin are local municipal sheep, as it is called, and their value is higher than that of the imported ones. However, I secretly slaughter some imported sheep, such as those coming from Australia or Turkey, for example, outside the slaughterhouse, and I sell them among those from the country, even though they are much lower in value. I sell them at the same price as the local ones to those who buy from me without asking, relying on their trust in me or on my habit and what they know about me, that I do not slaughter anything but local sheep. As for whoever asks me, I tell them the truth. What is the ruling on my work, and what is the ruling on the money I earned in this way?"

The Shaykh : In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, Lord of the worlds, and I send prayers and peace upon our Prophet Muhammad, and upon his family and all his Companions. This question contains two things. The first thing is that this man was slaughtering outside the slaughterhouse prepared for slaughtering, secretly. This action is forbidden if the state has issued a regulation prohibiting it, because it involves disobeying the rulers in something that is not disobedience to Allah. Disobeying the rulers in something that is not disobedience to Allah is forbidden, due to the saying of Allah the Exalted:
O you who have believed, obey Allah and obey the Messenger and those in authority among you يا أيها الذين ءامنوا أطيعوا الله وأطيعوا الرسول وأولي الأمر منكم
[An-Nisa 4:59]
and due to the saying of the Prophet (peace and blessings be upon him):
Listen and obey اسمع وأطع
and because the Companions (may Allah be pleased with them) pledged allegiance to the Messenger of Allah (peace and blessings be upon him) to listen and obey in what they love and what they hate. Therefore, he must repent to Allah from this action, return to the right path, and cease doing this.

The Shaykh : As for the second thing contained in this question, it is his mixing this meat with the municipal meats, which are more desirable to people and more beloved to them. This is deception, because he places this meat in the ranks of the good meat, while it is less desirable and less appetizing to people. Thus, it is deception. It is established from the Prophet (peace and blessings be upon him) that he said:
He who deceives is not of me (is not my follower). من غش فليس مني
Sahih Muslim 102
So he must also repent from deceiving people in their transactions, and his dealings with people must be frank and clear. It is established from the Prophet (peace and blessings be upon him) that he said:
Both parties in a business transaction have the right to annul it so long as they have not separated; and if they speak the truth and make everything clear they will be blessed in their transaction; but if they tell a lie and conceal anything the blessing on their transaction will be blotted out. البيّعان بالخيار فإن صدقا وبيّنا بورك لهما في بيعهما وإن كذبا وكتما محِقت بركة بيعهما
Sahih Muslim 1532a

As for what he earned from this forbidden money, what I see is that he should give in charity what exceeds the value of the meat he mixed with the good meats. He should give it in charity, repenting to Allah and getting rid of it, not drawing near to Allah the Exalted with it, because this excess resulted from a forbidden action. And whatever results from a forbidden action, the realization of repentance from it is to disavow it and stay away from it. We ask Allah the Exalted to accept his repentance and to guide us all to sincerity and clarity.
