Q: I came to Portugal on August 11, 1989, with a brother of mine in Allah to work with him, as he trades in Portugal . Then he left me and traveled to Spain , intending to return on September 5, but he was late. It happened that on September 9, after my worry about him increased for fear that something bad had happened to him, I made a covenant with Allah the Exalted and Majestic that if He returned him safe, I would not stay in Portugal beyond January 11, 1990, at the latest. During that period, I would have obtained what helps me start my life in Egypt , and I would have no need for more in a country like this. This brother had been thinking that we should stay in Portugal and obtain residency. I said, after the land of Portugal became narrow for me: One of the signs of the acceptance of this covenant and its conformity with the pleasure of my Lord, the Exalted and Majestic, is that my chest opens up, that the anxiety and distress in me disappear, and that this brother returns. And so it was,
After this covenant, Allah the Exalted and Majestic opened my chest, and this brother returned on the same day, September 9, 1989. Then, after his return, he began to talk to me about his ambitions and the years we would spend together in Portugal , and how he had built hopes for his trade based on my presence with him. This made me feel, out of a sense of trustworthiness, that I should tell him my firm decision not to stay in Portugal for long. I hoped that after our conversation, he would agree with me to return after I had stayed that period, and that the returner would have covered the travel costs and left me with money to start with in Egypt , and thus I would have benefited and profited. Then I would return to where my family and friends are, and to congregational prayer. However, after I told him this, I found that he did not agree with me. Rather, he said to me: Satan has adorned this talk for you to ruin your trip and its purpose, so that you return to Egypt where there is no work. It is true that I have a Bachelor's degree in Commerce from the class of 1985, but I have not worked, and my turn is certainly ahead of me for a period. Then he said to me: If you do not obtain a certain amount of money during that period, will you return? I said to him: Yes, it is a covenant with Allah. Despite this, he continued to talk to me about projects, ambitions, and the years we would spend together. He even asked me to drop the idea of returning and forget it completely. Is the matter truly as he says, that Satan has entered it? Should I believe him? Or is there pleasure in the return to Allah the Exalted and Majestic, which is the covenant? Knowing that
when I covenanted with my Lord, an inner voice cried out: Beware of being like Tha'labah , and the time comes and you find that the money has started to increase and life has started to take a normal shape. So I said to the voice: No, I will not be Tha'labah , if Allah wills. I ask Allah for forgiveness and well-being for me, my parents, and for you, and that He make your fatwa something that helps me and guides me to the pleasure of Allah the Exalted and Majestic. And may Allah send prayers and blessings upon Muhammad, his family, and his companions.

A: If it is more likely in your opinion that staying in Portugal is better for you in your religion and worldly affairs, in terms of establishing the rituals of religion in the best manner and seeking lawful sustenance, then you expiate the oath with the expiation for an oath. The expiation is: freeing a believing slave, or feeding ten poor people, or clothing them. If you do not find any of that, then fast for three days. If it is more likely in your opinion that returning to Egypt is better for you in your religion and worldly affairs, then you return to Egypt and there is no expiation on you. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his companions.
