Q 2: There are men who imitate women, and women who imitate men, and we have no way to deal with them; rather, it is only in the village. So what is the duty of the people of the village or the city in confronting these imitators, who are in their village, and the village belongs to everyone, each in his home? And what is the duty of the government?
Please inform us, may Allah reward you with the best reward.
A 2: Men imitating women is forbidden, and so is women imitating men. It is obligatory for whoever sees any of that to change it according to his ability; because the Prophet (peace and blessings be upon him) said:Sahih Muslim 49a . And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

He who amongst you sees something abominable should modify it with the help of his hand; and if he has not strength enough to do it, then he should do it with his tongue, and if he has not strength enough to do it, (even) then he should (abhor it) from his heart, and that is the least of faith.
من رأى منكم منكرًا فليغيره بيده، فإن لم يستطع فبلسانه، فإن لم يستطع فبقلبه وذلك أضعف الإيمان
